  • It is possible to buy just a SIM card from Movistar or Claro, without a phone, based on this forum thread. It also suggests that cell phones need to be registered at the airport on arrival?
  • English instructions for adding credit to a Movistar phone. These instructions are for Movistar Argentina, but the process in Uruguay is presumably similar.
  • As of 06/2009, it was possible to walk into a Movistar reseller (not the main office) and buy a prepaid SIM chip straightaway without any customs hassle. The rates for the Movistar prepaid plan are available. In my case, I paid 190 pesos for a prepaid Movistar SIM card. This included 100 pesos of usage to other Movistar customers, as well as 150 pesos of usage to non-Movistar (landline, other cell phones and international) lines. (2009-06)
  • As of 1/2010, it was also possible to buy an ANCEL SIM card without any checks regarding whether or not the SIM was registered with customs.
  • You can perform online recharges of your ANCEL, MoviStar and Claro prepaid plans with a credit card. You seem to get a 25% additional credit doing it this way than you might by recharging with cash (2010-02).
